What is NOEEN City Seats?

In Greater New Orleans, an estimated 70% of low-income children under four don’t have access to high quality early childhood education.

To address this need, the City of New Orleans, Louisiana Department of Education, and members of the early education community have worked together since 2017 to provide access to free, quality care through the New Orleans Early Education Network (NOEEN).

What Are the Goals of City Seats?

The NOEEN City Seats Program is driven by three goals:

  • To increase access to early learning
  • To improve the overall quality of participating early learning centers
  • To provide wraparound supports to caregivers and families.

NOEEN City Seats operates in centers throughout Orleans Parish.

Which Organizations Does City Seats Work With?

NOEEN is thankful to partner with many wonderful organizations, including the Louisiana Department of Education, EnrollNOLA, LSU Health Sciences Center, Tulane University, the City of New Orleans, the W.K. Kellogg Foundation, TrainingGrounds, Early Steps and Early Head Start.

What is the City Seats Enrollment Process for Families?

The EnrollNola team has taken the lead on developing a coordinated enrollment process so that families can use a single online application to apply for most publicly funded seats in an early childhood education program, whether that program is located in a school, early learning center or Head Start. You can find a list of programs that have openings, check eligibility and apply on the EnrollNOLA website.

With partners, Agenda for Children has successfully doubled the NOEEN City Seats program for four years straight – growing from 50 seats to 400 seats in four years. This is one of the only municipally based scholarship programs for infants and toddlers in the nation.
