What is NOEEN City Seats?
In Greater New Orleans, an estimated 70% of low-income children under four don’t have access to high quality early childhood education.
To address this need, the City of New Orleans, Louisiana Department of Education, and members of the early education community have worked together since 2017 to provide access to free, quality care through the New Orleans Early Education Network (NOEEN).
What Are the Goals of City Seats?
The NOEEN City Seats Program is driven by three goals:
- To increase access to early learning
- To improve the overall quality of participating early learning centers
- To provide wraparound supports to caregivers and families.
Where Does City Seats Operate?
NOEEN City Seats operates in centers throughout Orleans Parish. Visit the Enroll NOLA PS web site and filter EC Funding Source to “NOEEN” to see a current list of participating programs and seat availability.
Which Organizations Does City Seats Work With?
NOEEN is thankful to partner with many wonderful organizations, including the Louisiana Department of Education, NOLA Public Schools, LSU Health Sciences Center, Tulane University, the City of New Orleans, the W.K. Kellogg Foundation, TrainingGrounds, Early Steps and Early Head Start.
What Has City Seats Accomplished?
NOEEN City Seats is evaluated by the Louisiana State University (LSU) Health Sciences Center to ensure high-quality programming was delivered. A summary of the evaluation findings is available here.

How Can Families Enroll in NOEEN City Seats?
NOLA Public Schools runs a coordinated enrollment process so that families can use a single online application to apply for most publicly funded seats in an early childhood education program, whether that program is located in a school, early learning center or Head Start. You can find a list of programs that have openings, check eligibility and apply on the Enroll NOLA PS website.
Families can also apply now for seats in the 2022-2023 school year. Apply by January 21, 2022 for the best chance at getting into the program you prefer the most.
With partners, Agenda for Children has successfully doubled the NOEEN City Seats program for four years straight – growing from 50 seats to 400 seats in four years. This is one of the only municipally based scholarship programs for infants and toddlers in the nation.
