The Opportunity

The Louisiana Department of Education (LDOE) has allocated state funding to support a new CCAP B-3 Seats Pilot program through June 30, 2024. This program aims to expand access to high-quality early care and education for children, birth through age three, at high-quality early learning programs. With additional state funding, this program may be renewed for the 2024-25 programmatic year. As the Co-Community Network Lead Agency for Orleans Parish, Agenda for Children is required by the LDOE to seek partners for the CCAP B-3 program through a formal application process.

Additionally, Orleans Parish has secured funding through the Early Childhood Education Fund (ECEF), or “State Match,” program from passing the ECE millage in April 2022. “State Match” funds will support additional early childhood seats in Orleans Parish through June 30, 2024. This program also aims to expand access to high-quality early care and education for children, birth through age three, at high-quality early learning programs. These seats may be renewed for the 2024-25 programmatic year with additional state funding.

This application will allow eligible Orleans Parish early care and education programs to notify Agenda for Children of their interest in CCAP B-3 and/or ECEF seats. This application will be open from Friday, September 15, through Friday, September 29.

*CCAP B-3 seat rates have been determined by the LDOE. ECEF rates have been determined by Agenda for Children.

Household Eligibility Requirements

Households whose earned income is no more than 85% of the State Median Income and provide proof of work or who provide proof of school/training, actively seeking employment, unearned income, or no income are eligible for CCAP B-3 and ECEF seats.

Note that due to LDOE requirements, there is more documentation required for families and children receiving CCAP B-3 and ECEF seats. This include but is not limited to:

  • Birth certificates for all children in the household
  • Multiple consecutive pay statements for families earning income (4 for CCAP B-3 and 2 for ECEF)

Program Administration

Agenda for Children will coordinate CCAP B-3 and ECEF seats for Orleans Parish and will contract directly with early learning programs to provide seats to eligible families, much like the local NOEEN City Seats program.

Selected early learning programs will be paid for each enrolled seat on a monthly pro-rata basis upon Agenda for Children’s receipt and verification of each site’s monthly accurate and timely attendance and verification reports for enrolled children.

Early learning programs should plan to support families with collecting and uploading relevant verification documentation to the enrollment system as requested to comply with administrative requirements and to maximize the number of eligible children who are served.

Due to eligibility requirements and the verification process, CCAP B-3 and ECEF seat placements will occur on a rolling basis throughout the fall. Equitable allocation decisions will be determined by Agenda for Children in consultation with the New Orleans Early Education Network (NOEEN) Steering Committee. If your site is awarded CCAP B-3 or ECEF seats, we expect announcements to be made beginning in October and on a rolling basis throughout the program year until all possible seats are occupied.
